I can definitely see an authoritarian government banning (or attempting to ban) Monero, which would be bullish as fuck.
But the American government moves painfully slow so I really doubt we will see any "banning" for quite some time, and even then they would have no way of enforcing it.

Mainly talking about limiting access to it by regulating exchange platforms. But other than that you are right there is no way to "ban" it in that sense and yes, US and western governments move probably too slow for something like that for the forseeable future. However, I think that even just limiting access would be enough to seriously damage the coin.

Realistically, I think we are AT LEAST two years away from any thing happening to Monero. It's probably closer to the 5-10 range. We need at least one more bull run and an increase in adoption and education. But at that point, the more educated base of Monero supporters will know how to adapt to any inconveniences. So even if some exchanges are pressured, for example, I think it would just push people to the non KYC exchanges, or to decentralzied exchanges.

I also don't see how you can even ban Monero in america, considering it is computer code. It seems like a first amendment issue more than anything else.
