Switzerland, Singapore, Belgium, Malaysia, New Zealand have no capital gains tax. Although I read that New Zealand charges income tax on crypto, maybe the same for others.

For no tax on dividends, somewhere with no income tax (bunch of Arab countries or Cayman Islands).

Some countries have a "territorial" tax system in which they don't tax foreign source income, which might include dividends. E.g. Malaysia, Singapore, Panama. Or Portugal through their non-habitual tax residency program.
