What is the best EU country to live in if you live of capital gains?

I'm currently thinking about:

Spain: 23% flat tax, nice weather and my family owns some property so I can prob get a good deal on renting a house.

Estonia: 0% capital gains tax if u keep the capital in a company. Weather is pretty shitty but u could always relocate to SEA in the winter.
