Doing heroin is an action that necessarily imposes risks, harms, consequences, etc on self and others. 'Simple' possession of literally anything (CP, guns, nuke codes, etc) doesn't necessarily do anything to anyone. Using or consuming the possessed asset might very well surpass the harm value of doing heroin, but that's not what is being compared. He's very specifically comparing a 'doing' to a 'having' actions and arguing that 'having' anything, no matter how vile, doesn't constitute harm in itself.
