I don't see the need. Basically every Android device is Type-B or C.
Apple is the only exception at this point. Is the EU trying to single them out? I'm not a fan of Apple by any means but in all fairness, the iPhone came out back when proprietary cellphone chargers were the norm.
What leverage does the EU even have other than potentially harming their own economy? Nokia and Ericsson are ghosts. Apple fanboys are fiercely loyal and love to consume. If they came out with a $400 charger, bugmen from all over the continent would squeal with ecstasy and pre-order one immediately.
Now the EU is saying "lol we don't want all those bugmen VATbux just buy a $2 usb cable instead (so long as it's precisely 15.1337 cm in length and audited by a board of experts to ensure hazard safety)"

Now look at it from other side.
Instead of making smartphones as thin as possible they go great lengths of taking out audio jacks, trimming down on battery, then other unnecessary measures. At the end you see people dragging round those extra batteries attached to phones cases which look like aborted devices.
Micro usb is a good standard.
