We voted to implement features that allow payment channels (including LN). The same features exist on bch and other coins. I haven't seen anyone advocate for LN as the only way forward.

I had some decred for a while. about 2 years ago. I was researching nice coins to get into, I visited the community and they all shat on me for picking bigger blocks as scaling solution. They threw insults and then let me know LN would be the scaling method and it was voted over. I then left. Decred is a core cuck community.
