The bullish case for Monero is that wealthy entities store their assets in Monero to hide from authorities.

The problem with that theory is actual users, like NK and Iran, don't store assets in Monero - they move assets through Monero. While this does provide some base price support for XMR, it will never surpass BTC or even get close. Users who want anonymity will buy Monero then use anonymous exchanges/swaps to put their assets in a more usable asset, like Eth.

What do you mean by "actual users"? Actual users are completely unknown. We have no idea if people are hiding their wealth on it, if other countries are investing in it, and we can only assume there is a decent amount of dark net usage as well as laundering crypto gains instead of cashing out.

This depends on whatever happens with second layer solutions, but Monero's use case of ultimate fungibility and privacy will ensure that it will at least follow Bitcoin on any pricing increase, and it will likely gain on the Bitcoin ratio over time because of the improved privacy and overall use case possibilities.

This is definitely true, but because it provides Monero with a use case, it makes it even stronger and more valuable because of this use case of being able to anonymously add funds to ethereum, bitcoin, or whatever else. There will therefore in the long run be an increased demand for access to Monero to use it's privacy, thereby increasing it's liquidity, and further increasing it's value because of lowering inflation.
