This is something new. It is not a known heartbeat. The 0.001 link for each job is also new. If you look closer, there is one other contract address 0xd6f543af22b611cac11e8d85e6a6b5a4b90b5863 linked to the original 0x82d address
This contract is interesting, in that it received 50.1 link from 0x17293798841c8632d841e2e7162bd2b2408c5b24
Now this is where things get really interesting, this was running jobs for 0.1 link up to 35 days ago. The payment was from a contract with the following address 0x3434b78cfd8fdf06497a2d6cc244bbc2ff828f36

I'm presuming these final 2 addresses were for trialing purposes. And they decide to change the payment amount from 0.0 to 0.001.
I know this is not much help, but it does show that there is probably a lot more going on in the background than any of us know.

If the payment is 0.16 LINK when you click on the "Read Contract" tab of EtherScan you should be able to Ctrl + F the title "Prepaid aggregator" and hit at least 1 result. 0.16 LINK is the average price of the SNX, AAVE and loopringorg requests.

Also go to market.link, go to "Jobs" and sort by "Latest added jobs". There is always interesting crumbs in there. Additionally you could search which jobs are priced as 0.01 LINK and you will have the answer to your question
