this is misleading.

first, if someone makes a transaction with just monero and no tor, it is possible for somebody who is snooping on your IP to notice a transaction. So if you have legitimate concern that somebody is snooping no your ip address than this is something to be more educated on. For the vast majority of monero users, this is not the case.
Additionally, for somebody to link that transaction directly to you, that someone would have to monitor you for a long period of time and match frequent transactions to find a correlation. This is disrupted by changing your spends and by overall activity on the monero network.
In short, it's highly unlikely that something like this would actually effect somebody as of this point, but it is something that is actively being researched by the monero community.
