if all? no point
if most? first layer would guarantee important transactions on chain
but of course, in practice we've seen exchanges replicate fractional reserve banking (finex in particular) so this isn't reliable
the real solution is unironically what ethereum is going for. you want a stable first layer powering thousands of second layers, for everything to be transparent and verifiable with various levels of security proportional to the value secured
