There is no official ETH code. There are multiple implementations. If someone is unhappy with the code in every single one of these, they are welcome to make their own from scratch.

There are protocols for solving disagreements (EOPs) so that every client implementation is on the same page. However they don't necessarily have to be followed, if two clients implement different rules it will result in a hard fork and the market will decide which one wins. Like what happened with Ethereum Classic.
