The small block thing was a gigantic psyop by the government to make sure bitcoin wouldn't become a mean of exchange. They either threatened or paid key core devs to make sure bitcoin doesn't become money right away. Imagine the global corporations starting to ditch the usd to transact in bitcoin. It was recognized as a national issue from the start and you bet significant resources were allocated to make sure that bitcoin thing never replaces the usd.
