As somebody who spent 2 years of his life in Afghanistan, you are more or less correct. There are hospitals and doctors trained in the West but I wouldn't want to be treated there and they certainly don't have EMRs or data to be stored long-term.

That being said, the Afghan government is insanely corrupt, still. I cannot emphasize how comically corrupt the entire government is from lowly peon to the President himself.
