Which begs the question of how much is really at stake for validators to behave accordingly if they already burned their coins. I think 2.0 will fork to allow the 32 ETH to be redeemed on its chain, but it will forever be burned from the 1.0 chain

They do want to get rid of the 1.0 chain at some point, but 2.0 will have already been out for a long time before that ever happens. Phase 0 of 2.0 is Q1 2020 and they have no idea what will happen to the old chain right now
