really doesn't matter once proof of stake is implemented.
if you hold (and use in mining) 0.01% of all ETH, your share of ETH will always stay at 0.01% regardless of inflation rate.
so cap doesn't make much sense, and isn't being actively talked about, but vitalik wanted it at 120m some time ago
