they don't actually have the money completely in their system, so they don't let you do anything with it. They aren't trying to scam you.
Ameritrade and RH do a thing where they let you invest the money in certain low-risk things while waiting for the funds to fully settle (no options, no OTC stocks is the rule AFAIK). But they will let you buy "normal" stocks any time after you initiate a transfer, up to a certain limit. The point is to deny scammers (IE, someone initiates some transfers, but doesn't have the money in the originator accounts, but then pumps some nanocap stock using E-trade's money, or uses the scammed unsettled funds to "buy" some edge of book options that they wrote on a main account).

I've technically cheated e-trade before. See whenever they pull money from my account it's always a day at least after the fact before those funds are actually sucked out. So if this falls on the 14th or 29th when I do the transfer most of the time I'm flat ass broke by then (I get paid on the 15th & 30th). Sometimes I don't gotta choice if I want to bag that Divvy before the Ex date. KHC's is coming soon. Tuesday is the last day to strike so I can claim that Divvy.
