Alibaba used to trade on the Hong Kong stock market from year 2007 to 2012. Ameritrade and RH do a thing where they let you invest the money in certain low-risk things while waiting for the funds to fully settle (no options, no OTC stocks is the rule AFAIK). But they will let you buy "normal" stocks any time after you initiate a transfer, up to a certain limit. The point is to deny scammers (IE, someone initiates some transfers, but doesn't have the money in the originator accounts, but then pumps some nanocap stock using E-trade's money, or uses the scammed unsettled funds to "buy" some edge of book options that they wrote on a main account).
