You're a fucking retard, unless a memo which gives you clear advantage on knowing what they'll do, like information about government contracts that are yet to be announced, is called "stocks to buy" it is not insider trading. Unless there's clear info on as to WHY to buy, valuable info which is not available to the public, no it is not insider trading.
