In bitcoin the market decides the block size. I a miner wants to mine it he can, if a user want to pay for a transaction he can. Imagine thinking a small group of people should centrally plan something as complex as economic interactions between millions of people. That's called communism and it is always promoted by two kinds of people. Those who are stupid and those who are power hungry seeking to control and profit from the former.
