I was reading a review of a smart watch and it seemed so advanced. Why is it that the people who design the watch hardware, and its manufacturing, and the materials, probably get paid less than the people who design the software?

I have some ideas but I want to know what you think first.

Depends where it is made (the materiels farmed as well). And how automated the manufacturing is, and software engineering sometimes requires a degree?

They probably both get paid roughly equal salaries.

Salaries get paid based on supply/demand. If it's a skill that's rare (e.g. one the best software programmer around), or people are unwilling to do (e.g. prostitution), and it's valuable, then it's going to be expensive. If the skill is common, and it's not valuable, then it's going to be cheap.

Both the design of electronics, and software programming are skills that most people can't do. And they're valuable to many companies. So they tend to be well-paid.
