Looking at the chart, you can see that the share held by holders is currently averaging around ~90%, which is very high. In reality, it is slightly lower as tokens on exchange’s wallets are not represented on the above chart (which explains why the total number of tokens fluctuates). So if we consider that 50% of tokens on the exchanges are “on hold”, that would make the current total percentage of holders to ~75%. Still rather substantial.

That's the whole part. It's implying that there are indeed "held" tokens on exchanges, which there definitely are.
