it hasn't though. Right now miners are still making 12.5 bitcoins for every block, and that wont change until May 14 2020. There is a very real and constant selling pressure from miners that choose to sell immediately. Traders can speculate all they want, but it's impossible to know what the actual market dynamics will be when the mining reward gets cut in half. There are an almost infinite amount of variables to factor in.
