Because now you know which wallets are real personal wallets. Dust everyone on the exchange, then monitor those wallets' activities and you have real people and where they're sending their ERC tokens. Now they know your cold storage wallet. Why they wouldn't just monitor all of the Binance wallet activity without sending anything, I don't know. Maybe they had some way of dusting everything to see wallet addresses that they wouldn't have been able to easily find otherwise. I don't know.
