The SEC determines what is and isn't a security with their annually issued guidelines. The exchanges have 0 say in what is or is not a security and what can or cannot be listed in the US. It all falls to the discretion of the SEC.

Was watching another XRP video on Youtube and they are so clearly shills, using words like "euphoric". "The euphoria that us chosen adopters of XRP will feel when we wake up the next day will be GLORIOUS!"

All XRP videos on Youtube are by channels whose sole job is to pump out pro-XRP propaganda at least once per day in the form of a video, and they almost never show their face.

Also, LOL at people thinking the banks would buy shitty XRP. From my understanding of it being labelled a security (or very close too) is that it is based on the fact that the coin exists only to serve as somewhere where rich people can keep their capital in, without fear of the stock price moving up or down (which would make them deceitful to crypto investors thinking they will ever get a return).

The insanely large amount of coins in circulation and that are owned by Ripple and being withheld/slowly dripped into the XRP economy ensure that this shitcoin will never actually be worth anything - but it is a safe place for rich people to store capital without fear of losing out.

XRP is a joke, though I'm still considering buying in because I think their well-oiled propaganda machine might see the coin have one more pump before crashing again once the smart people sell it, while the retards who think it will go to $100-$1000 and beyond cry themselves to sleep after seeing the price perpetually hover around 10-30 cents.

It's not going to happen. The US government wants one of their coins to subvert Bitcoin. This is why the government funded Ethereum through MIT. Ripple is a US company, they won't go against them for a number of reasons.

If XRP is a security that would make bag holders shareholders of Ripple. There's no way Garlichouse will allow that. He'll probably offshore Ripple and the US won't get anymore tax, backdoor access or any possible future leverage over them. I doubt Ripple will go the IPO route.

XRP being a security might actually be the best thing to happen to bag holders. They own shares in Ripple. Suddenly their centralized shitcoin might act have tangible value and speculation will drive the price higher after the initial panic dump. It won't be allowed on US exchanges but will be allowed on stock exchanges where more people have access to it as a share in Ripple.

Ripple and XRP are more useful to the US government as a competitor to Bitcoin than another share on the stock market. This is why the SEC willfully ignores it, same reason they ignore Ether and Ethereum.

This system rating is just to show the SEC they are doing their due dilligence so they have plausible deniability in listing questionable tokens. Ultimately only the SEC decides what is or isn't a security. They will continue to drag their feet on the matter. This is because the US government hates Bitcoin and does not want to encourage people to ditch their dollars for it. For that, they need to be purposefully ambiguous to keep both speculators and token sellers in the dark.
