It absolutely is their coin. Thing is it has to be decentralized for it to work, hence why it's available to trade for the common joe. But they know how valuable this thing is and how the PSD2 initiative forces banks to allow anyone to be able to write up smart contracts that handle all the transactions for their holdings, drastically reducing the value of banks themselves.

I suppose it makes sense for them to be as on the hush hush on Link as possible even though literally 80% of the conference talks were about making banks ISO20022 compliant for the PSD2 initiative which is a requirement to facilitate Link transactions.
