Here's how it works:
You think Sergey is the decider, but he isn't. Sergey became the CEO thanks to Ari, and now he does what Ari tells him to. Ari wants to raise money for the IC3. Until 2017, the IC3 raised money by applying for grants. With luck they raised a million or two. Now it's much easier to get Sergey to pay 10x more for it as he's sitting on millions of free link tokens with he can offload whenever he feels like. Basically Ari figure out a way to get unlimited funding for his projects (and probably enrich himself as well).
