1) there was almost noone of the web at that time
2) ECDSA/DSA didn't exist in 1990 which means there was no public/private key system.
3) there was no way to put fiat on the internet, had to wait for Paypal and the year 1998 to make internet transfer which means you wouldn't be able to create exchanges

Bitcoin could have been created maybe by the second half of the 00s but not before
