Yes you are. The dealership I worked at charged a $200 "dealer check in" fee. Which basically meant after the new cars get dropped off someone has to park them in the back and peel off all the protective plastic. 10 minutes per car max, but YOU get to pay 200 bucks for our fine service

Just be a normal respectful person and tell them what kind of deal you need to be able to afford the car. It especially helps if you can have fun with it, because negotiating is fun. They will be way more likely to do what they can to help you when you aren't being some emotional agro faggot about everything.

Seriously dude, consider an older cheaper car from Texas over a rusty Floridian trash heap. Rust is generally inoperable once it sets in, and is far more dangerous than just mileage/general age.
The worst thing Texan cars face is worn out rubber seals, gaskets, and weatherstripping, all of which can be proactively replaced for cheap professionally.

Yes, but unless you have the cash to buy it outright you probably won't get around the fees. If you do, you'll be amazed what might happen.

Only vehicle I ever bought in cash was a motorcycle, all the dealer fees just vanished when I pressed the issue. Told the guy "I want to write you a check for five grand and ride home. Make it happen and I'll buy, but I can't go any higher." After "talking to the manager" that is exactly what happened. If you have to finance you will be paying the fees. Even if they say they wave them they'll just call them something else.
