Hypothetically, what's stopping Euros living the UK from taking out every paydan loan they can get their hands on and getting the fuck out of the country before Brexit? At this rate it's almost certainly looking to be a no-deal Brexit, so wouldn't they be safe as long as they're never looking to return to UK?

They can sell your debt to a debt collector company in the country which you move to and then they wont leave you alone until you pay them. Ofc this is only possible if they manage to track you down.
