The system was developed in the industrial era, it needs infinite growth and it assumes growth always means more employment. The real growth has slowed to almost nothing and been replaced by a trend of increased efficiency which actually reduces employment and causes deflation. To counter this they need to inflate the system artificially and introduce inefficiency like building ghost cities that nobody needs. They make sure most people are producing for the elites through loans and can't accumulate wealth themselves so they stay "productive".
