It's 1k to buy because there's hundreds of thousands of dollars of owed taxes and liens on it. If the city dropped the taxes then there might actually be a chance for recovery but the city can't see further than it's own nose.

Metal fittings/hardware/etc: If no copper left, $100 or so total?
Boiler & fittings: $50?
Glass afaik is worthless.
OSB/particleboard/plywood are near-worthless.
Insulation/roofing/all-plastic siding/etc: worthless afaik
Gutters, flashing, windowframes, etc (aluminum): $30?
Hardwood: probably none there
Timber: $50?
Nails: $10?
Brackets/etc: $10?
$250 for a lot of labor (plus gas) seems like a shit payoff.
