What's the best place to live in the USA in terms of cost of living?

I'm in California right now and the price of everything here is just ridiculous

Dallas/Houston/Austin Texas metro areas have a low cost of living in surrounding towns/cities and have an in demand job market. I lived in Arlington for almost 6 years and found it wonderful. Diverse society, cheap housing market, plenty of jobs in all fields, etc.

I would also say Atlanta. It's a booming city with real cheap houses.

step 1. away from a coast
step 2. away from a large city

you can also look for cities that are much smaller than they once were

what a stupid question. any qualifiers you care about? otherwise "under your local bridge" closely followed by "bumfuck nowhere" are the clear winners.
