It is a buy but first you wanna nibble a bit at 9400. Get some there then if it keeps dropping, go in deeper at 8800. By now you should have spent half your stack. If it bounces, sell then rebuy when it hits 8800 again. If it keeps dropping, reevaluate the chart and buy lower, maybe 7800 but it really depends on what the chart looks like at that point.
I swing trade a 500k stack just on bitcoin and this method works beautifully. Buy the dips, sell the bounces. Dial it in as the chart changes shape.
