One Neo will produce one GAS over it’s entire lifetime, it’s not passive income it’s just how the consensus mechanism works. it’s not a dividend, you’re buying the entirety of the asset and it’s future generated token (GAS). For it to be a security it would have to generate gas beyond the 1 Neo / 1 Gas limit and be linked somehow to Onchains financial performance.
