The Tether fud is probably true. Circulating supply increased by $500m in the past month, yet the Bitcoin price is basically where it was then at ca. $10k and only briefly broke out to $13k. They are probably propping it up and it probably isn't working well anymore.

There are dark clouds on the horizon even if we take an optimistic stance on the Tether/Bitfinex situation because they illegally traded in NYC, offered an unregistered security, lost $850m and had other issues with hacks in the past, and already admitted to Tether being only 74% backed.

The Panama papers revealed that Tether/Bitfinex are run by the same people, and they failed to produce an audit for their shady hidden offshore accounts, so there's not just the question of whether Tether is backed but also whether there's money laundering and other criminal activities involved.

Putting out a USD token without any kind of registration could also be a problem in itself even if all other things with backing and money sources are good.
