Every western country's tax vs. free services typically balances out somewhat equally. Unless you move to a real thirdworld shit hole, you're not going to escape it. If you're in France, I'd recommend leaving however.

There's a wealth tax in most countries. They usually call it a property tax. Put you money in solid investments, hire a good accountant, and deal with it. There are generally loopholes and it's an elaborate game. Rich people don't just leave their money in the bank.
