probably, cause the dev/team (rat4) is not competent enough to lead blackcoin into the new era of blockchains, and add new features like sharding, and so on. You also have to remember that blackcoin is just a 2014 era coin and a peercoin clone with modified POS arquitecture.

I have owned some coins since 2014 but I don't think the price will move until the coin finds new leadership or developers.
