So, how do I actually short? What are the rules for shorting? When I use leverage, do I have to pay the exchange back money? Do they call the crypto cops on me, or something?

no, Bitmex sends their big scary ooga booga black man after you and he race-shames you on Twitter until you give them their shekels back

shorting is basically a reverse-buy. you tell the exchange you're planning on buying, but you want a cheaper price, and they arrange a "pre-buy" for you. there is some risk involved because if the price doesn't reach your pre-buy soon enough your "prediction" score will decrease, and fees on future trades will go up. that's why you use leverage - higher leverage reduces the pre-buy delta (compared to current market price). 100x is the safest because the reduction is highest.
