It's seems to be an very old-style alt. It's a proof-of-stake network with posibility of creating random tokens - but with no smart-contract ability. An inferior NXT (Sergeys last project).

Nice that project like that see how chainlink will be a central part of the ecosystem in the near future and that it actually gives them a chance to exist in an interoperable environment of DLTs and smart-contract enabled APIs
