If the RSV supply is 3.7 billion and the vault assets appreciate by an estimated 4% of RSV including transaction fees earned that would burn ~$150 million worth of RSR. That is 42 billion RSR at current price. If assets in the vault depreciate over a certain threshold RSR will be minted and sold on the market.

Rsr token is never released in its total sum that you see in cmc. It is an arbitrage token for a stable token (RSV). It's like MKR / DAI but the difference is that RSV's pegging to 1$ is not ensued by an entity but instead the market. That's by giving RSR holders the ability to buy and sell RSV, and profit from it by arbitrage opportunities (e.g. if you are a RSR holder you can buy 105$ worth RSV for 100$ RSR, or vice versa sell 95$RSV for 100$ RSR, depending on the market). RSR tokens spent this way are burned. It's an interesting and more market-centric and more decentralized stable tokeneconomics. It's also backed by some big guys, so worth a look.
