Why does it matter whether tether is "backed" by fiat or loans? Fiat itself is not "backed" by anything. The supply of fiat will only increase over time as its printed to fund the worlds governments. Tether will be printed to match. The US dollar is not "backed" by anything, just debt (IOUs of other dollars). A "backing" has to be a tangible object, like gold or oil, not another type of imaginary made up currency. If something is backed only by imaginary things like fiat or fiat debt its not anymore "backed" than bitcoin, in fact its worse because its pegging to an purposely inflationary asset.
