You literally need to run a full node to do anything with it (currently a day long sync even with pulling the starter chain from object storage) and the contracting not only applies to file storage but also bandwidth, which is why it is a huge clusterfuck to download and upload, you need to pay for it.
I used to contribute code to their repos. I left because I realized the team would never actually move forward with public file sharing (uploader pays for pre metered bandwidth) as they do not want to run a DMCA and abuse wing of the project.
