Thomas has talked about it in the discord, but at a high level, but it could be something like a smart contract on either platform (ethereum and lets call the other bettereth). You send your link tokens and an address for the bettereth chain to the smart contract on the ethereum chain. That would then make a call (using chainlink nodes and their adapters) to the smart contract on the bettereth chain, and it would disburse the same amount of link tokens (link tokens on the bettereth chain) to the address you provided to the ethereum smart contract.

This is a possible high level approach for supporting chainlink across several blockchains that have smart contracts, all while still ensuring that the total supply across all chains is still at 1 billion without having to do "airdrops"
