What is a miner pruning data dependent upon their jurisdiction. The data will be on chain but if you host it then you are in strife. If a miner in south sudan can maintain a full version of the blockchain and you want to export such content off them then it's up to sth sudan to sort that miner out or you've gotta make sure you've covered your tracks before you pull that stuff off the chain.
