1. You are thinking of RSV, which is a different token than RSR.
2. All the whitepaper says is that its a STABLE store of value. It doesnt need to be worth a dollar, it just needs to be worth the same fraction of a dollar at all times(could be 1:100) because at the moment, USD is the world reserve currency.
