This is a simplification, but an attack like this is mitigated by the output selection algorithm which has a bias towards recent transactions but also includes old decoy outputs as well. Also, it can sort of be "blocked" by a friendly spammer doing the same thing by battling the attacker and creating a ton of transactions as a counterweight to the attacker. This attack method is nothing new and it's been studied a lot.
