This is the RSR token, used to stablize RSV (the stablecoin), also RSR will be needed in order to purchase newly minted RSV.

So the value of RSR is dependent on the market.

RSR is what is being sold on Huobi... Not RSV (the stablecoin).

Reserve is releasing a precursor to RSV called RSD in 2019. So, it seems like we will be able to buy RSD before it hits the open market, if we have RSR.

Value increase of RSR is dependent on the market.

The incentive to have RSR is that RSR holders can buy newly minted RSV (the stablecoin) directly. Whereas non RSR holders will have to deal with exchange fees, in order to get RSV.

RSR will also be used to devalue RSV whenever, it's prices spikes above $1, by being sold off.

RSR to RSV is basically MKR to DAI.
