the 650M tokens are locked by a smart contract retard it's in the white paper...they will be used to pay node operators who will get payment by that pool of tokens, this is to help boost the network...the companies wont have to pay for the usage at first or use it a discount because node operators will be paid by the locked tokens.

once the network become big enough, then the locked tokens mmight be used less and less.

I dont think so, first off the most links are staked the more links are "farmed" by the oracle node. there an incentive to re-stake the earned links to gain even more. never undersestimate the greed of node operators. the more links you make, the more links you get, the gain are almost exponantial if you don't sell your links.
