The US govt can simply place a huge tax on all crypto transactions and the exchanges that the US citizens can use to exchange for fiat will effectively fold under that weight. That can really be done by every country too. It doesn’t ‘completely’ shut down btc but it’s an effective way to slow trade to a trickle. Doubt it’ll happen anytime soon tho.
