Implying the miners wouldn't just say they are going for other rare metals and really going for gold or diamonds. The government regulations on that will be insane, and could really shift a lot of power in the world depending on who does it successfully first.

Imagine some foreign business saying they are going for helium-3 but coming back with crap tons of diamonds or gold. You couldn't hide the wealth of the helium-3 but you could certainly hide massive amounts of wealth with diamonds or gold. So what should result in inflation and devaluation from the added supply would simply increase their wealth without the devaluation because nobody would know.
