if you get hired in at below the company's average salary and preform average to above average on your yearly reviews, they will bump you up to the average company salary with in a year or 2. You might even get an out of cycle pay raise if you're good enough and you're in a competitive industry.

It’s usually bad to lie because they can find out how much you made previously. I usually just say market rate and try to get multiple competing offers. Ideally you should only be looking for a job when you already have one so they kind of have to pay you significantly more than you currently make or else it’s not worth your while.
